Zulassung vs Immatrikulation: Admission Is Not Enrolment in Germany
Immatrikulation Germany international students: Zulassung is the offer. Enrolment needs insurance, semester contribution, and papers for the residence permit.
Immatrikulation Germany international students is the step after the email that says you got in. The visa was issued on an offer. Banks, health insurance, and the foreigners office want proof you actually enrolled.
This guide is for any nationality. Zulassung vs Immatrikulation is the split. Housing and address registration are separate: student accommodation and Anmeldung.
TL;DR
| Topic | Quick answer |
|---|---|
| Zulassung | Admission offer (Zulassungsbescheid). Enough for most student visas. |
| Immatrikulation | Enrolment. You are on the student register for that semester. |
| Pay | Semester contribution (Semesterbeitrag), often about €150 to €400+. This is not tuition. |
| Must have | Health insurance certificate for the university (not travel insurance). |
| Output | Immatrikulationsbescheinigung, student ID, often a Semesterticket |
| Deadline | Printed on the offer. Miss it and the seat can lapse. |
Transport details after enrolment: semester ticket vs Deutschlandticket.
DAAD overview: living in Germany. Your university portal (HISinOne, CampusNet, or similar) is the source of truth for dates and IBAN.
What Zulassung is (and is not)
Zulassung means the university offered you a place. It is not enrolment.
| Zulassung | Immatrikulation | |
|---|---|---|
| What it is | Offer of a place | You are on the student register |
| When | After applications | After you accept, pay, and submit enrolment docs |
| Typical paper | Zulassungsbescheid / admission letter | Immatrikulationsbescheinigung, student ID |
| Visa | Usually enough to apply for the national visa | Needed after arrival for the residence permit |
| Can it expire | Yes, if you do not enrol in time | Renewed each semester (Rückmeldung) |
You can fly on a visa issued against Zulassung. You cannot finish the residence-permit file without proof you enrolled.
If you hold several Zulassungen, pick one and enrol only there. See which offer to accept.
How to enrol at a German university
How to enrol at a German university is almost always a portal, not a walk-in desk on day one. Hostel Wi-Fi is enough if the documents are ready.
- Accept the offer in the portal by the date on the letter.
- Pay the semester contribution to the IBAN and reference on your invoice. Wrong reference numbers delay booking for weeks.
- Upload the health insurance certificate (next section). Travel cover from the visa file is not enough.
- Upload remaining documents: passport, degree copies, photos, APS if listed, language certificate if still outstanding.
- Download the matriculation certificate and student ID once the status flips to enrolled.
If your visa or flight is late, email the international office before the deadline. Do not assume they will hold the seat.
Semester contribution Germany enrolment
Semester contribution Germany enrolment (Semesterbeitrag) funds student services and often a local or Deutschlandsemesterticket. It is due every semester. Missing Rückmeldung can lead to exmatriculation even if you attended class.
If you switch universities, exmatriculate at the first school and enrol at the second. Do not pay two contributions unless both offices agree you may.
Budget it next to rent in the cost of living calculator. Tuition is a different line (TUM, Baden-Württemberg, private unis): is Germany still tuition-free.
Health insurance certificate for Immatrikulation
Universities will not enrol you without German-compliant cover. The health insurance certificate Immatrikulation letter comes from a public insurer (TK, AOK, Barmer) or, if you must stay private, a public-insurer exemption letter.
- Under 30 in a first degree: usually public student tariff.
- Over 30 or a second Master's: often private, plus the exemption letter.
- Ask for the certificate days before the enrolment deadline. Insurers are not same-day.
Details: health insurance for students and TK vs AOK. After landing, follow first 30 days.
Matriculation certificate for the residence permit
The Ausländerbehörde wants current proof you are studying, not last spring's admission PDF. The matriculation certificate residence permit file is the Immatrikulationsbescheinigung for this semester.
Bring to the foreigners office (with the rest of the residence permit sequence):
- Current Immatrikulationsbescheinigung
- Passport and national visa
- Meldebescheinigung from Anmeldung
- Insurance confirmation
- Funding proof (Sperrkonto)
A hostel address can be enough to start enrolment. It is often not enough for Anmeldung.
Common mistakes
- Treating Zulassung as "I am a student now"
- Paying the contribution without the insurance certificate
- Missing the date on the letter because the visa was slow, and never emailing the office
- Enrolling at two universities "just in case"
- Bringing only Zulassung to the Ausländerbehörde
