Student Residence Permit After Arrival in Germany (2026)
Germany student residence permit after arrival: Anmeldung, insurance, enrolment, then Ausländerbehörde, eAT, and Fiktionsbescheinigung if the slot is late.
Germany student residence permit after arrival is the local card that replaces the visa sticker in your passport. The embassy or VFS appointment is finished. What remains is the Ausländerbehörde (in Berlin: Landesamt für Einwanderung, LEA) in the city where you live.
This is the sequence. The sibling for address registration is Anmeldung. Enrolment is Zulassung vs Immatrikulation.
TL;DR
| Topic | Quick answer |
|---|---|
| What | Convert the national visa into an Aufenthaltserlaubnis for study (§16b) |
| Where | Local Ausländerbehörde / LEA, not VFS and not the embassy you used at home |
| Order | Registrable housing → Anmeldung → insurance → enrolment → foreigners office |
| Output | eAT card (chip card), sometimes after weeks of production |
| If the sticker expires first | Apply on time and ask for a Fiktionsbescheinigung |
| Typical first validity | Often up to two years (city can issue shorter) |
Official overview: Make it in Germany, visa for studying. Berlin example: residence permit for full-time studies.
The national visa is not the residence permit
A national visa (category D) is an entry title with an expiry date. Some stickers are about 90 days. Some study visas are issued for longer. Read the date in the passport, not a WhatsApp rumour.
You then convert national visa to residence permit Germany at the office for your Anmeldung city. You do not fly home or re-apply at VFS for the same programme.
Order of steps (do not invert them)
- Sleep somewhere you can register. Hostels usually cannot issue a Wohnungsgeberbestätigung. See housing.
- Anmeldung at Bürgeramt. Output: Meldebescheinigung. Guide: Anmeldung for students.
- Health insurance on a student tariff or a valid private plan plus exemption. Guide: health insurance.
- Immatrikulation. Output: matriculation certificate. Berlin's page also accepts conditional admission in some study-prep cases. For a normal Master's, bring enrolment.
- Ausländerbehörde student appointment (or online file, then an assigned slot). Output: eAT or a paper permit, sometimes after a wait.
You can start the foreigners-office file as soon as the city portal opens. You still need the papers on the day.
Ausländerbehörde student appointment
Ausländerbehörde student appointment rules are city-specific. Search [your city] Aufenthaltserlaubnis Studium.
Berlin (2026 pattern): you do not grab a public calendar slot the way Bürgeramt still works. LEA wants the online application for a residence permit for language and study purposes. They check the file, then contact you with an in-person appointment if it looks viable. Service page: service.berlin.de, full-time studies. Appointments overview: Berlin LEA appointments. The study permit is handled at LEA Keplerstraße, not a random Bürgeramt.
Other cities: Munich, Hamburg, and smaller university towns still mix online forms, email, and classic Termin systems. Follow the local page over this paragraph.
Typical documents (confirm on the local checklist):
- Passport plus national visa
- Biometric photos to German standards
- Meldebescheinigung (Berlin: Hauptwohnsitz in the city; a second residence is not enough there)
- Zulassung and current Immatrikulationsbescheinigung
- Health-insurance confirmation (Berlin: German public or comparable private; a foreign policy is usually not enough)
- Funding: blocked-account confirmation and recent statements (Sperrkonto). Berlin cites €992/month, €11,904/year for 2026.
- Rental contract if asked
- Fee (often around €100; cities differ; pay as the portal instructs)
Missing one PDF in Berlin or Munich is a second wait, not a five-minute reprint.
The eAT card
Most offices issue an eAT electronic residence title (elektronischer Aufenthaltstitel): a credit-card chip card, not a new sticker.
- Fingerprints and a photo at the appointment
- Production can take several weeks
- Collect it in person when the letter or SMS says it is ready
- The card shows purpose (study) and the end date
Until the card arrives, police and airlines look at the visa sticker plus any Fiktionsbescheinigung.
Fiktionsbescheinigung if the sticker expires first
If the appointment or card production sits after the visa sticker expires, ask for a Fiktionsbescheinigung student visa Germany paper.
It says your stay remains lawful while the application is pending. There are types that allow travel and types that do not. Read the box the officer ticks. Photograph both sides.
Berlin's emergency path is a contact form, not walking in on the last day. Apply before the sticker dies.
What Aufenthaltserlaubnis §16b actually is
Aufenthaltserlaubnis §16b students is the student title. Make it in Germany: first issue is often up to two years, then renewal if you are still studying. Work during studies follows the 140 full days / 280 half days (or 20 hours per week) rule. Details: working while studying.
When you graduate, this is not the job-search title. You switch to the 18-month permit under §20: job-search permit after a German degree.
Common mistakes
- Waiting until week 11 of a short visa to start Berlin's online form
- Bringing only Zulassung and no enrolment certificate
- Changing city without Ummeldung, then attending the old office
- Assuming the blocked-account letter from India is enough without a German account statement
- Leaving Schengen on an expired sticker with no Fiktion that allows re-entry
